Belmont Priority Neighborhood Taskforce Minutes Monday, April 12, 2021 6-7PM Virtual Meeting (Zoom) AGENDA 1. Franklin St Sidewalk Update Erin Atak (EA), Grants Coordinator, gave an overview of the last Belmont Taskforce meeting discussion from February 12, 2019, on the Franklin St. Sidewalk. EA gives a background on CDBG funding for the Belmont Priority Neighborhood Taskforce. Tim Motsch (TM), Transportation Project Manager, gives a background of Franklin Street Sidewalk and its development stages, covid-19 delays, floodplain/stormwater management design work. States that the City is looking to start construction towards the summer of 2022 and is in the process of getting right of way but have not heard from all residents in the neighborhood. TM states that that there is an interest in coordinating an effort to increase street tree planting along the sidewalk with the Tree Commission and several Franklin Street Property owners. EA states that there is a spending timeliness requirement with CDBG funds. EA states that CDBG dollars are required to be spent within one year of funding award. EA outlines the consequences of timeliness requirements with CDBG funding with the Belmont priority neighborhood Taskforce. Peter Krebs (PK), Belmont Priority Neighborhood Taskforce Member, asks TM about when he wanted to have the Right of Way acquisition completed by. TM responds that this would need to be completed by the end of the calendar year. PK endorses the street tree planting idea. TM discusses the right of way letters that were delivered to each property owner and tenant that need to be responded with accordance to the Uniform Relocation and Acquisition Act. TM states that word of mouth around the neighborhood helps. 2. Public Comment Bill Emory (BE): Requested information about the plans for the Franklin Street Sidewalk TM: We can provide the plans to PK to have them forwarded to you Bill. Jenny Mikulski (JM) and PK: A one page summary would be helpful to have JM: Asking about how many residents the City is waiting to hear back from? TM: 5 residents have not responded. Some are LLC owned properties. BE: Asking about what the sidewalk is going to look like in Franklin Street. Asks about where a new bike lane will be going in. TM states a bike lane will be going in, and that a sidewalk will be going in between North Moore’s Creek and Nassau Creek (5ft Sidewalk). PK: Asks whether Franklin Street will be scheduled to be repaved. TM will check.
