Opportunities for BPAC to talk with Council were discussed. The proposed budget for bicycle and pedestrian improvements has stayed the same. Advocates were encouraged to thank Council for their continued commitment and support, but also be prepared to ask for more should taxes be raised so additional revenue could be directed towards bicycle and pedestrian improvements. The goal is to get a 20% increase in the budget for Bicycle and Pedestrian projects.  SADM Next Steps – Carl Schwarz The revised Standards and Design Manual was submitted but it has not been adopted yet. As such the previous version is still in use. BPAC elected to “hang tight” until the revised version is adopted, since there isn’t anything more that can be done right now.  Year in Review – 2018 Accomplishments + 2019 goals – Amanda Poncy Amanda Poncy presented the bicycle and Master Plan accomplishments of 2018 and the status of projects. See the attached document on the email for a list of the Accomplishments Status of Projects. At this time an idea was also brought up about the possibility of supplementing the bike/ped counters with cameras (e.g. streetlight data). Bicycle and Pedestrian Advisory Committee March 7th 2019 NDS Conference Room 5:00 to 7:00pm  Emmet Street Feasibility Study – Amanda Poncy Amanda explained that the city is looking at the feasibility of extending the bicycle and pedestrian facilities proposed in the Emmet St. Smart Scale project (Ivy Road to Arlington) north to Meadowcreek Gardens. The group reviewed the draft plans developed by AMT and provided feedback. The changes include new crosswalks, bike lanes, and multi-use paths to make Emmet st. more bike friendly and allow riders and pedestrians to easier access Barracks rd. or continue on to the trail on Hillsdale dr. o Proposed crosswalk at south side of Arlington intersection o Proposed 2nd cross walk @ Wise St. o Proposed multi-use path up to Barracks Rd. o Need to coordinate with CVS project o Safety concerns about new cross walk on Barracks Rd. away from light, next to Cava  Amanda raised concerns to AMT o Multi-use path added down Meadowbrook dr. and then through disc golf course and under culverts to existing trail on Hillsdale dr. o Bike lanes added up to Earhart Dr.  BPAC discussed whether the bike lanes should be removed in favor of an 8’ sidewalk that could be used by bicyclists  The opinion was that this option would be more comfortable for cyclists riding that way and that it would allow for flexibility in the future as the sidewalk could be re-striped to make a raised bike lane more easily than building a raised bike lane from scratch.  BPAC suggested stairway up to proposed overpass at Angus rd.  Bike Month Planning discussion – Will Will Lee gave a short update on what is happening in Bike month o Bike fest has been solidified  Sunday, May 5th  There will be a table for BPAC  This is a good volunteer opportunity to help organize and to help run on the day of. o The Bridge Progressive Arts Institute agreed to put on a Bike-in movie  Peewee Herman’s bike adventure Bicycle and Pedestrian Advisory Committee March 7th 2019 NDS Conference Room 5:00 to 7:00pm  Potters Craft Cider will be on tap o Will will send out the sign-up geniuses for Bike to School day and Bike to Work Day again to give another chance to volunteer  Project Updates o Greenways advisory group  Not discussed and will be added to the agenda for the next meeting o Alley study – Eberhard Jehle Council requested that a numerical scheme be developed in case a homeowner wanted to privatize an alleyway. The study developed 7 criteria (e.g. Utilities, parking capacity, additional housing potential, etc.) which were used to rank alleys on a 1-10 scale of their potential use to the City. The scale was applied to 10 alleys in Belmont to test it. Bob Brown, a GIS Analyst with NDS, was also involved in the study and would be able to provide detailed information if interested. o Regional bike/ped plan  Not discussed and will be added to the agenda for the next meeting Upcoming dates:  Budget and Tax rate hearing March 18th  SRTS Repair Party March 22nd  City Council Budget Work Session – tentative – March 28th  City Council Meeting – Second Budget Public Hearing – April 1st  Planning Commission Meeting – April 9th
