Below are the goals of the members in attendance and some that were sent in via email. The general ideas that came out of this were to form a subcommittee focusing on Diversity and to make a plan for engagement with the community, and/or to dedicate a full meeting to this topic. o Mike: To think about how we can engage the neighborhoods, groups/NAs, City Manager -> improve coordination between BPAC and neighborhoods. Possible ways are:  To have each BPAC member sign up to be a liaison/ambassador for a 1 or 2 neighborhoods OR  Invite neighborhoods to have a delegate @ BPAC meetings  Mike will do a write up to formalize idea o Sarah: To reach new audiences and get more Pedestrian input o Lena: BPAC needs to have more pedestrian opinions and more diversity (gender, ethnicity, income, etc.) o Peter K.: To hash out an internal target for Bike/Ped plan implementation o Eberhard: The physical separation of bike lanes in high volume areas and increase diversity as per Charles Brown Bicycle and Pedestrian Advisory Committee April 11, 2019 NDS Conference room 5 – 7 pm o Navarre: To do something towards cyclist education to prevent things like salmoning and other unsafe behavior o Stephen: contra-flow lane from downtown mall to E Market on 4th St. despite lack of space o Dave: To have the Long Street Trail (Hydraulic rd. to Pantops) added to the master plan and completed. o Carl: For the City to have a serious discussion about opening access to City Yard for bike/ped traffic to pass through o Scott: 6th street greenway trailhead to Jordan park to Biscuit run – South Town Trail o Frank: None/focus on finishing existing projects/plans  Bike Month Planning discussion The discussion centered around the route for the Meet and Greet ride on May 2nd. Frank D. put together a route before the meeting that highlights on and off road bicycle infrastructure in Charlottesville. The general comments were that the route would be more accessible to social riders if it were shorter, however the idea for a meet and greet ride was welcomed and we will hop on our bikes next month instead of meeting (weather permitting). Sarah Littlefield agreed to get UVA to do an energizer station for Bike to Work Day.  SaDM next steps There will be a Community Meeting followed by a Workshop to during the month of May. Details will be sent around. Please attend if you are able. Otherwise there has been no progress on adopting the new SaDM. o Lena has memo draft on Block length for comment  Short block length increases connectivity and allows for a more dispersed traffic pattern (rather than arterials), slows auto traffic, supports a resilient street network, creates alternative routes, it is a way to break up building mass, creates a more intimate space and more informal, unexpected interactions -> builds community, fosters creativity  Monticello ave/Ridge and 2nd Bicycle and Pedestrian improvements Bicycle and Pedestrian Advisory Committee April 11, 2019 NDS Conference room 5 – 7 pm Amanda showed drawings of proposed improvements along Monticello Ave. at the Ridge St. and 2nd St. intersections. There is a Citizen Informational meeting on April 17th to provide more comments. BPAC suggested using green dashed bikes lanes to mark through bus stops and intersections and adding “Wait Here” where green turning boxes are being added so cars don’t pull into the bike lane. Bike Detection was suggested at lighted intersections. The 2nd stage bike boxes were thought to be confusing and generally unused and the suggestion was to remove them from the plan. There was discussion about how the bike lane should transition when merging onto Ridge St. toward McIntire Rd. and what signage could be used to help a safer transition. There was also concern if APS was being used or not and if the standards in the MUTCD were appropriate for the situation. o At 2nd SE  Adding curb bump outs  Shortens crosswalks  Move pedestrian call buttons closer to crosswalks  Adding green boxes for turning cyclists  BPAC suggested removing the two-phase left turn box, due to lack of potential use and confusion around how it was used.  Some loss of parking on 2nd north of intersection o At Ridge St.  Adding a climbing bike lane to enter a bike box  Removing parking in front of Nolan  Add curb bump out  Adding bike lanes along Ridge St. from bridge south to  Adding pedestrian refuge when crossing Monticello  ADA improvements o Citizen Information Meeting on 4/17  Pavement Marking Plan review Amanda showed proposed marking plans for review by BPAC. The proposed markings are a climbing bike lane up the hill on East High St. from Market St./Preston Ave. to Altamont Cir. and Sharrows on Locust Ave. north of the Bypass. BPAC expressed approval for the proposed markings.  Tom Tom Festival/Mural Bike Ride Bicycle and Pedestrian Advisory Committee April 11, 2019 NDS Conference room 5 – 7 pm Amanda gave an overview of the upcoming Tom Tom Festival events and the Mural Bike Ride. The ride follows an approximately 5 mile route that highlights several murals around Charlottesville and was organized in conjunction with The Bridge PAI. BPAC will also table at the Community Mixer from 2 to 6pm.
