CITY OF CHARLOTTESVILLE, VIRGINIA CITY COUNCIL AGENDA Agenda Date: June 1, 2020 Action Required: Approve appropriation Presenter: Kaki Dimock, Director, Department of Human Services Staff Contacts: Ryan Davidson, Senior Budget and Management Analyst Laura Morris, Chief of Administration, Department of Social Services Title: Supplemental State Funding for the Children’s Services Act - $880,522.88 Background: The Children’s Services Act (C.S.A.), established in 1992 by the General Assembly, is a state- mandated interagency program serving children in foster care or at risk of going into foster care, children with certain special education needs, children involved in the Juvenile Court system, and children with serious emotional or behavioral problems. Foster care and special education services are legally mandated by the Act. C.S.A. is funded by State and local funds. Medicaid also funds some of the services. The school system pays a proportional share of the local match for services in the special education category. Discussion: Supplemental funds are needed to pay for mandated services for children and families through June 30, 2020. Alignment with City Council’s Vision and Strategic Plan: Approval of this agenda item aligns with the City’s mission to provide services that promote equity and an excellent quality of life in our community. It is consistent with Strategic Plan Goal 2: A Healthy and Safe City, Objective 2.2, Meet the safety needs of victims and reduce the risk of re-occurrence/re-victimization. Community Engagement: Community Partners, including the Charlottesville Department of Social Services and Charlottesville City Schools, work directly with children and families in foster care or at risk or going into foster care, children with certain special education needs, and children involved with the Juvenile Court System. Budgetary Impact: The supplemental funding for this program is entirely State dollars. No additional City funds are required or being requested for this program in F.Y. 2020. Recommendation: Staff recommends approval and appropriation of these funds. Alternatives: This is a legally mandated program. State law requires both the State and the Locality to appropriate funds necessary to provide the specified services.
