CHARLOTTESVILLE CITY COUNCIL January 11, 2021 EMERGENCY MEETING Virtual/electronic meeting 11:00 A.M. EMERGENCY MEETING Pursuant to Virginia Code Section 2.2-3712, the Charlottesville City Council met on Monday, January 11, 2021, at 11:00 a.m. for an emergency meeting. The meeting was held electronically pursuant to local ordinance #O-20-156 to ensure the continuity of government and prevent the spread of disease during the coronavirus pandemic. Mayor Walker called to order at 11:00 a.m. with the following members present: Mayor Nikuyah Walker, Vice Mayor Sena Magill, and Councilors Heather Hill, Michael Payne, and Lloyd Snook. On motion by Councilor Hill, seconded by Vice Mayor Magill, Council voted 5-0 (Ayes: Hill, Magill, Payne, Snook, Walker. Noes: none) to meet in closed session as authorized by Virginia Code Section 2.2-3711(A)(1) for the following: (i) discussion or consideration of one or more prospective candidates for employment or appointment to the position of city manager; (ii) discussion of a public contract involving the expenditure of public funds, and of the terms or scope of such contract, where discussion in open session would adversely affect the bargaining position or negotiating strategy of the public body; (iii) for consultation with legal counsel regarding any or all of the matters proposed to be discussed in the closed meeting, as listed above On motion by Councilor Hill, seconded by Councilor Snook, Council certified by the following vote: 5-0 (Ayes: Hill, Magill, Payne, Snook, and Walker. Noes: None.), that to the best of each Council member’s knowledge only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the Motion convening the closed session were heard, discussed or considered in the closed session.
