CITY OF CHARLOTTESVILLE, VIRGINIA CITY COUNCIL AGENDA Agenda Date: June 21, 2021 Action Required: Approve appropriation resolution Presenter: Sue Moffett, Director, Department of Social Services Staff Contacts: Jenny Jones, Chief of Family Services, Department of Social Services Title: Department of Justice, Office of Justice Programs Grant for Charlottesville Albemarle Family Treatment Court Expanded Services - $827,973 Background: The Charlottesville-Albemarle Family Treatment Court (FTC) serves parents or guardians struggling with substance use disorders who have a child or children at risk of or removed from the home. The FTC was established in 2004 and is a collaborative partnership between Charlottesville Albemarle Juvenile and Domestic Relations Court, Charlottesville Department of Social Services, Albemarle Department of Social Services, Piedmont Court Appointed Special Advocates and Region Ten Community Services Board) in October 2018. The project has been awarded additional grant funding from the Office of Juvenile Justice and Delinquency Prevention to expand services and increase staff training. Discussion: The Department of Justice, Office of Justice Programs funding will expand the capacity of the FTC treatment and case management, decrease the length of wait time for an assessment and initiation of evidence-based substance abuse treatment, and add peer recovery support services. The expanded project will also establish a process to more effectively and efficiently address basic needs and barriers to treatment which negatively impact participant success. Finally, the project will increase program staff training for ongoing development and to better meet National FTC Best Practice Standards. The expanded project will increase the overall success of our participants in reaching their goals of sustaining long-term sobriety and healthy, safe family functioning, and will increase program retention and graduation rates. Alignment with City Council’s Vision and Strategic Plan: This appropriation request is aligned with the City Council’s vision, which includes being flexible and progressive in anticipating and responding to the needs of our citizens Community Engagement: The Department of Social Services in collaboration with the partners listed above, is working to meet the needs of families in our community who struggle with substance abuse and who are involved in the child welfare system. Budgetary Impact: There is no budgetary impact to the City. No City funds are required or being requested as this is a pass through grant that does not require a City match. These funds will be budgeted and expended in a grants fund. Recommendation: Staff recommends approval and appropriation of these funds. Alternatives: We will continue to purchase services for FTC participants and will not be able to expand or enhance the program.
