          By order of the Charlottesville City Council, pursuant to Virginia Code 2.2-3707.D and Section 15.2-1418, a special
          meeting was called and noticed on November 3, 2021. Register at www.charlottesville.gov/zoom. Virtual/electronic
          meeting in accordance with a local ordinance amended and re-enacted October 4, 2021, to ensure continuity of
          government and prevent the spread of disease during a declared State of Emergency. Individuals with disabilities who
