CHARLOTTESVILLE/ALBEMARLE CPMT CSA PROGRAM SUBCOMMITTEE WEDNESDAY, JANUARY 3, 2018 ROOM C; COUNTY OFFICE BUILDING 2:00 – 4:00 P.M. Call to Order- Chair T. Breedlove called the meeting to order at 2:07pm. II. Introductions/Addition of Critical Items/Approval of Agenda-Chair Presenter, Nick Smith, added to agenda. III. Service Gaps A. Trauma Informed Services The Trauma Informed Community Network (TICN) will have their next meeting Jan. 22nd at 1:30 at City Space B. Multicultural Service Gap Jenny will be meeting with the IRC soon to discuss expanding their services. Jenny spoke with the IRC regarding situations in which a family has not been through the IRC but is in need of assistance and whether or not the IRC could help in these situations. The IRC receives a grant that gives them the ability to reopen a case if needed, up to 5 years. Youth who are not eligible for CSA but still at risk of entering the CSA system, might benefit from targeted case management through IRC (ex: kids identified in the schools) to connect them to services. For children who are eligible for CSA, we could explore payment for services through the IRC. The IRC also recently received a grant for payment of parenting services and are in the process of developing a curriculum. One resource that might be helpful to community agencies is the Refugee Dialogue Group, which discusses new groups coming to the community. The IRC can also offer consultations for case managers who want specific education/information about a particular culture. Jenny will talk with the IRC about developing a service similar to family mentoring; however, there are issues we would need to work out (potential for dual roles, etc.). Program discussed cultural competency best practices and expectations for CSA providers and will develop a list of basic expectations. This is something that could potentially go out with next year’s provider agreement. VI. Family Engagement Program reviewed the quarterly results of responses from the FAPT caretaker survey. Overall, the results are very positive. Some feedback suggests that plans are not always reviewed with the family in a timely manner. This depends on the family because a lot of planning happens in person with the families ahead of time so they know what will go into the plan. There also seems to be an issue with the survey tool as people seem to be inverting their answers so maybe we need to change the way questions are rated. VII. Other/New Business Presenter: Nick Smith, Social Emotional Academic Development (SEAD) Program Team Lead Mr. Smith has met with various group in the community to see what it is that they need. Mental health issues are not being addressed by the stigma from their cultures. His team is trying to figure out how to pull together a comprehensive directory of services to share with families and other professionals. The SEAD team’s purpose is to address how we serve kids who are falling through the cracks in school based on demographics. Many of these kids are not benefitting from their education because there is so much going on in their lives. The SEAD team is tasked with pulling together barriers and helping to remove them through staff training (multicultural training, trauma and its effects) and parent engagement. Right now, the program is only in the four urban ring elementary schools. Critical components of the program are linkages to services and relationships within the schools. VIII.
