MINUTES City of Charlottesville Electoral Board Meeting of June 4, 2019 The meeting was called to order by the Chair at 5:52 pm on Tuesday, June 4, 2019 in the office of the Charlottesville General Registrar. Those present were Electoral Board members Anne Hemenway (Chair), Jon Bright (Vice Chair) and Jim Nix (Secretary), General Registrar Rosanna Bencoach and Election Manager Melissa Morton. On a motion by the Chair, seconded by the Vice Chair, the agenda was approved unanimously without change. On a motion by the Chair, seconded by the Vice Chair, the minutes of the April 3, 17, 22-24, 24 and May 2, 13 and 24 meetings were approved unanimously without change. Public Comment No members of the public were present for this meeting. Registrar’s Report The Registrar reported that preparation for the June 11 Primary is going smoothly. Ms. Bencoach also reported on the departure of two members of the staff creating vacancies to be filled following the appointment of a new General Registrar. Discussion Items The Election Manager reported that there are still some last-minute issues regarding preparation for the Primary to include the appointment of a chief for the absentee precinct and the repair of a phone line at one precinct but, in general, preparation is on schedule. In response to a surge in absentee voting additional absentee ballots were printed on June 4 and additional Election Day ballots will be printed on June 6. Closed Session to Discuss Applicants for General Registrar On a motion by the Chair, seconded by the Vice Chair, the Electoral Board voted (Ayes: Anne Hemenway, Jon Bright and Jim Nix; Noes: None; Absent: None) to meet in closed session as authorized by Va. Code sec. 2.2-3712, specifically: For the discussion and consideration of prospective candidates for the Office of General Registrar and Director of Elections for the City of Charlottesville, Virginia as authorized by Va Code sec. 2.2-3711(A)(1). Minutes, June 4, 2019 Page 1 On a motion by the Chair, seconded by the Vice Chair, the Electoral Board certified by the following vote (Ayes: Anne Hemenway, Jon Bright and Jim Nix; Noes: None; Absent: None) that to the best of each Board member’s knowledge only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the Motion convening the closed session were heard, discussed or considered in the closed session. Other Business In accordance with the directives in paragraph §2.2-3712(B) of the Code of Virginia the Chair announced that a closed meeting for the purpose of interviewing candidates for the position of General Registrar for the City of Charlottesville shall be held within fifteen days of this date. The next meeting of the Board will take place in the office of the Charlottesville General Registrar at 7:00 pm on Tuesday, June 11, 2019 and potentially continuing through Friday, June 14, 2019. This meeting includes the Canvass and Provisional Meeting for the primary. The meeting was adjourned at 8:37 pm.
