MINUTES Housing Advisory Committee (HAC) Policy Subcommittee Meeting When Friday, September 10, 2021 3:30pm HAC members attending: Phil d’Oronzio, Lyle Solla-Yates, S. Lisa Herndon, Joy Johnson, Dan Rosensweig, Juandiego Wade, Frank Stoner, Michael Cusano, John Sales, LD Perry (by phone) City Staff: Brenda Kelley, Erin Atak, Alex Ikefuna, Brian Wheeler Meeting started at 3:33pm. DanR asked Phild’O to give an overview of task of today’s meeting. Phild’O gave an overview of the task that City management requested to take a very broad look at activities and order by fiscal year, then get rough list to the City Manager’s office, then fill in the table from there. Ideas shared by members following DanR asking: What can the City address now?: - Transparency is a very important piece - March LIHTC submissions - RFP for existing balance of CAHF - Develop draft CIP with $10M affordable housing commitment - Diversify CIP to reflect commitments to entitlement programs as well as funding commitments to cover things that were not funded the last couple of years - IAT to be significant part of implementation tool - HAC to present formal IAT by January to be adopted by City Council - Land use and process important - Land use rcommendations (LyleS-Y provided overview of current status – all of this in process) o ADUs o Soft density by-right o MR by right is there o AH overlay – allow additional capacity - Appropriate staffing - Make recommendations independent of staff capacity Phild’O advised that the timeframe Sam Sanders is looking at: - By end of calendar year - By end of fiscal year - After that DanR discussed next steps: - Read list of recommendations in the Plan - Come prepared to talk about what we can complete by end of calendar year, end of fiscal year, etc. Meeting adjourned at 4:33pm.
