MINUTES Housing Advisory Committee (HAC) Meeting When Wednesday, December 15, 2021 12:00noon HAC members attending: Phil d’Oronzio, Russell Ray, Lyle Solla-Yates, S. Lisa Herndon, Alice Raucher, Chris Meyer, Sunshine Mathon, Elise Noyes, Dan Rosensweig, Ridge Schuyler, Nancy Kidd, Anthony Haro, Joy Johnson, Frank Stoner, Gary Palmer, Councilor Payne, John Sales, Juandiego Wade City Staff: Brenda Kelley, Erin Atak, Alex Ikefuna, Lachen Parks Meeting started at 12:03pm. Motion to approve the minutes by Chris Meyer, seconded by Lyle Solla-Yates. Minutes approved. Alice Raucher provided an update on the UVA affordable housing news release released yesterday. 3 sites up for consideration for affordable housing development. Next steps, UVA Foundation to publish RFQ for developers or development teams. Dan Rosensweig advised on the importance of homeownership opportunities in their planning process and offered to assist UVA in any way to address that. Frank Stoner asked as to the length of term of a ground lease. Alice Raucher responded that they haven’t gotten to that point, have heard “long term” but doesn’t know what long term means. S. Lisa Herndon echoed Dan Rosensweig’s statement of making homeowner’s whole, including land. Alex Ikefuna provided a city update on Planning Commission discussion on the CIP, city hired department directors for Public Works and Parks&Rec. Following questions from HAC members also provided status on hiring Housing Program Coordinator, issuance of CAHF NOFA, report on evaluation of CAHF from consultants. HAC took a vote upon motion (by Lyle Solla-Yates; 2nd by Joy Johnson) to recommend city solicit proposals for existing CAHF funds as quickly as possible. Phil amended the motion (2nd by Joy Johnson) to include using existing procedures pending update from the consultants. Passed, no opposition. Phil d’Oronzio provided a sub-committee update: Policy subcommittee met on the tax abatement discussion, provided a recommendation to city staff to review, follow-up meeting with city staff scheduled for the first week in January. Sam Sanders asked for order of battle for implementation, HAC update was sent to Sam Sanders. Need follow-up discussion. Lyle Solla-Yates provided an update on the Planning Commission (PC) meeting. Significant (HAC) discussion on the allocation(s) towards affordable housing in the CIP. Motion by Lyle Solla-Yates (2nd Joy Johnson) to have policy subcommittee look at revenue. Passed, no opposition. Chairs of PC and HAC to discuss joint HAC/Planning Commission meeting to discuss affordable housing (funding). Chris Meyer advised that there is proposed legislation regarding AirBnBs reporting revenues to Commissioners of Revenue. Meeting adjourned at 1:34pm.
