Brief overview of the Virginia statutes that allow the city to create programs for: • Deferral of real estate taxes for low-income homeowners and landlords renting to low- income tenants • Partial income tax exemption for low-income homeowners and landlords renting to low-income tenants: • In designated zones • If they make improvements to properties 15 years old or older • Reduction in assessments (and thus lower real estate taxes) for landlords renting to low-income tenants 3. Discussion of the documentation an applicant would need to produce to qualify as a low- income homeowner or a landowner renting to low-income tenants 4.
