PARKING ADVISORY PANEL MEETING The PARKING ADVISORY PANEL (PAP) met on Tuesday, January 21, 2020, at 3:30 p.m. in the City Hall Basement Conference Room at 605 E. Main Street. The panel met for its regular monthly meeting on this date with the following members present: Mr. Knuppel, the Committee Chair, Ms. Fenton and Mr. Hutto. City staff including Mr. Engel, Mr. Siebert and Mr. Ness were present. Mr. Knuppel began the meeting by opening the floor for public comment. There was none. Mr. Knuppel asked if there were any changes offered to the draft minutes posted for the last meeting. There were none and they were adopted unanimously. Mr. Knuppel asked if there were any changes to the draft letter previously circulated by email in support of the construction of the new 7th Street Deck. No changes were recommended and a motion to sign the letter and transmit it was made and seconded. The motion was approved by a vote of 2-0-1. Mr. Knuppel indicated he must recuse himself from the matter on the grounds that he is a County employee and the construction of the garage is associated with the City/County MOU on the retention of the Courts downtown. He thus abstained on the vote. It was agreed Mr. Hutto would sign the letter on behalf of the Panel and Mr. Engel would deliver it to the Clerk of the Council. Mr. Ness was asked to brief on any new construction projects affecting parking in the downtown area. He indicated there were no new projects. Mr. Hutto asked about the status of the Water St trail project that had been previously briefed to the Panel. Mr. Ness said it had not started yet and he was unsure why but he would follow up. Mr. Ness was also asked to check on when the Monticello Ave. project, also previously briefed to the Panel, would start and what the final effect on parking would be. Finally, there was a brief discussion on the effect of the construction crane collapse. It was explained the street has been reopened and construction resumed. Mr. Siebert indicated there was no update to the contract enforcement RFP from the last Panel meeting. Mr. Siebert reported that the new West 2nd Street parking equipment was working well and software had been updated to simplify the customer experience. It was noted that there had been little public comment on the change and customers seemed to be able to rather easily use the automated pay stations. Mr. Knuppel asked if there was any new business. None was offered and the meeting was adjourned at 3:47 PM.
