DRAFT ZOOM MEETING PARKS AND RECREATION ADVISORY BOARD January 13, 2022 Present: Jeffrey Fracher, Anne Hemenway, Ned Michie, Hosea Mitchell, Jennifer Slack and Shawn Strubbe. Absent: Lashundra Bryson-Morsberger and Bridget Moss Staff: Dana Kasler, Vic Garber, Sarah Blech, Riaan Anthony and Algreatus Batton Absent: Chris Gensic Public Comment No public comment Election of Officers • Nominations: Hosea Mitchell nominated Ned Michie for Chair, no other nominations were made • Motion for Ned Michie as Chair made by Hosea Mitchell, second by Shawn Strubbe, motion was unanimously approved • Nominations: Hosea Mitchell nominated Anne Hemenway for Vice Chair, no other nominations were made • Motion for Anne Hemenway as Vice Chair made by Hosea Mitchell, second by Shawn Strubbe, motion was unanimously approved Adoption of Minutes • Greenbriar Park repair correction • Shawn move to approve minutes motion was unanimously approved. Introduction of new Director – Dana Kasler • Dana Kasler gave a quick report of his background and where he came from prior to his new position. Updates on Parks & Recreation facilities & programs • Vic Garber • Reported that at least 20-30 staff were out due to Covid. Making it difficult to keep facilities open. Key and other facilities closed. • Programs were on a pause because they were without instructors 1/10-1/14 due to Covid. Classes resumed on Saturday 1/15/2022. • Went over facilities that remained open, some had limited access but remained open. (Crow remained open and golf had fewer holes due to weather conditions) • Update on programs that are doing well: Aquatics, virtual adaptive programs, rentals and gymnastics • Onesty Reconstruct happening between now-April 15th • New Covid Procedures to include 10 days quarantine instead 14 days. • Smith – still looking @ opening early Spring 2022 • The following positions are open: Aquatics Manager, Operations Specialist 2, Admin 3 and Aquatics Maintenance Manager • Riaan reported the following open positions: Landscape Supervisor • Plans to post another 2-3 positions. Maintenance employees needed. • Projects for Parks: Managing Onesty (March), Meadowcreek Clubhouse (Golf), Skatepark wall (Summer). Riaan went on to explain the wall at the skatepark to prevent the bowls from filling up with water. Riverview Restroom (mitigation). Final design drawings for Mcintire drainage, hoping to finish that up with NDS and hoping for funding from the CIP to start the project in FY23 • Received Cost estimate for field house • Funding needed for Tonsler project • Riaan and Ned discuss the parking design and the field house in detail. Planning on doing a public input session. No Timeline as of now. • Naming of Parks on the Monday action items • Buford school field project Intern Paige Lyons • Ned introduces Paige • Presentation on the trails internship program. Concentrated on the area from Avon extended and interstate 64 behind the department of Public Works. • Anne Hemenway mentions the city should get involved with marking the trails. Bylaws Update • Process for applying updated. With approval from Sam, applicants will be staff appointed not council. • The application is on the website then the City Manager will approve • Next month there will be voting on applicants and come up with final language. Future Meetings • Meetings will be the 2nd Thursday of each month. Chairman’s Matters None Board Matters • Does the stream restoration have to happen before the bridge? • Riaan shares that Chris Gensic said firms want the bridge done after restoration. Directors Matters • Dana Kasler thanks the team!
