Minutes of Civilian Review Board Public Meeting Water Street Center 407 E. He also expressed frustration about not hearing back from internal affairs concerning a complaint he had filed previously. Presentation by City Staff: • Lisa Robertson, a city attorney, provided an extensive PowerPoint presentation about the Virginia Freedom of Information Act and related statutes, concerning conflicts and the record-keeping obligations of public officials and boards. Old Business: • Don Gathers read a letter responding to a letter written to the Board by Denise Lunsford, a local attorney for the Southern States Police Benevolent Association. The letter will be sent to Ms. Lunsford. • Members had begun to develop draft mission statements for the Board. By motion and unanimous vote, the Board decided to table discussion of the draft mission statements until the Board’s next meeting, on August 28, 2018. New Business: • Josh Bowers explained that he had arranged for two UVA Law students, Amie Simmons and Taylor Mitchell, to prepare a presentation to be given at the Board’s next meeting, on August 28, 2018. The students had spent the summer researching best practices for civilian review board and will present their findings. No one objected to the plan for the students to give the presentation. Open Discussion: • There was some discussion of administrative support. All members agreed that at least one city administrative staff member should be present at every Board meeting, going forward.
