Main St Charlottesville • Community Input • Kate Fraleigh: • informed us that the previous Police Advisory Panel received training re: stop and frisk data • Provided a handouts re: a community survey was done around the time of the candidate forum • Provided a handout re: the per/citizen costs of other police review bard in other cities • Provided a handout re: the process of how the CPD used to handle citizen complaints • December Meeting Date • In December we will be meeting on Dec 11 (planned), and Dec 18 (moved from the 25th) • By-Laws • By submitting the by-laws to council tonight, the next possible city council meetings they could be considered are Dec.3 or Dec. 17 • Discussed adding language to the funds section of the bylaws re: research of a stipend for future members of the CRB • Josh Bowers proposes a motion: To pass and adopt and submit to City Council the By- Laws including the recently amended language concerning research and proposal of a stipend for future members of the CRB • Second: Sarah Burke • Approved by all present • Sarah will send out the By-Laws to City Council for their review • The CRB will be announcing public meetings on Dec 3 and Dec 17 • Training Update & NACOLE • Guillermo Ubilla solicited and presented a proposal from NACOLE quoting various options for on-site training • Don Gathers proposes a motion: Table this consideration so that we can review in more detail the information that is available to us • Second: Josh Bowers • Approved by all present • Josh Bowers proposes a motion: We send someone to the training in Cleveland, and provide that person with a pre-approved $750 budget, with the understanding that for unforeseen circumstances leading to expenses beyond that they can come back to us for additional funds, with the understanding that the person who goes has the obligation to report back what they learned • Second: Sarah • Approved by all present • Planning Community Outreach • Rosia Parks and Katrina Turner will be meeting with Frank Dukes’ class tomorrow • Rosia Parks and Katrina Turner have been out in the community talking to people. Have had a few completed questionnaires • Planning a presentation re: Research on other boards • The research continues with some assistance from NACOLE. The scope of the presentation is beyond simply reporting about other boards, but includes a broader scope of how civilian review boards are structured and how they operate • Law students - pro bono • Josh Bowers setup a pro bono project at the law school, three students approached Josh Bowers and volunteered. The students will meet several board members to get a better overview of the board and what may be asked of them • Sarah Burke and Josh Bowers to join the external research effort • Community Outreach will start to research alternative sites for future meetings. • Meeting Adjourned at 8:25pm
