CRB Meeting CRB Meeting minutes: 4/9/19 Location: City Council Basement Present: Guillermo Ubilla, Gloria Beard, Sarah Burke, Josh Bowers, Rosia Parker, Katrina Turner Chair: Rosia Parker Minutes: Josh Bowers • Welcome & Introductions: o Rosia welcomed the public, on behalf of the board. • Community Input: o Bill Mendez, an empiricist, presented his findings re: race breakdown of CPD arrests over a five-year period.  Absolute arrest numbers are fairly similar across whites and African- Americans, but the arrest rate is much higher than African-Americans because they’re only 17% of the population. (Breaks down to 4.6x as much across crimes; and, as much as, 24x for certain crimes, like firearms possession by a felon). • Shows substantial disparities across races, but can’t identify the reasons for the disparities. o Sarah Burke opened discussion with the People’s Coalition. High level discussion of where we are, where we hope to go, and the challenges of our work. o A free-range discussion took place about the best ways to prepare for the joint session with city council. • Review and approval of minutes from 3/26/19 and 3/27/19: o Minutes approved by a unanimous vote. • Discussion of bylaws and accompanying materials & prep for joint meeting with city council: 1 o We had an extensive discussion of the presentation and discussion that we’ve scheduled with city council. Josh will edit the bylaws by Friday or Monday, with an eye toward circulating the draft bylaws and budget memo/proposal to city council by Monday. o Sarah will prepare a description of the duties for the professional staff that the CRB plans to propose to the City Council. o With respect to the MOU, Josh will reach out to Chief Brackney to set up an April and May meeting for discussion of what the MOU will look like. • New business: o Josh discussed his budget analysis and memo. o No other new business. • Adjournment: o Adjournment by unanimous vote. 2
