Special CRB Meeting CRB Meeting minutes: 6/4/19 (start time: 6:51 p.m.; ending time 8:12 p.m.) Location: City Council Chambers Present: Gloria Beard, Sarah Burke, Josh Bowers, Katrina Turner, Rosia Parker Chair: Katrina Turner Late: Sarah Burke, Rosia Parker Minutes: Josh Bowers • Welcome & Introductions: o Katrina welcomed the public, on behalf of the board. • Community Input: o A civilian, who was recently released from prison, filed a complaint stemming from his arrest (an injured arm) upon being released in Jan. 2019. So far, he has only received one communication, indicating only that the investigation into his complaint is ongoing with no indication of a timeline or the need for notice of extensions (per the new CPD policy). • Review and approval of minutes from 5/14/19: o Minutes approved by a unanimous vote. • Old business: o No old business. • New Business: o We discussed status updates—ongoing drafting of bylaws, ordinance language, and procedural documents and memos. o There seems to be consensus that we’ll speak in general language for the ordinance and more specific language for the supporting documents. 1 o “50% + 1 member” is good language for specifying how the Board can do its business without a full complement of members. Also, include a provision like: “The Board can do its business with fewer than seven members.” o We should not be overly specific about the particular training required for new members. It’s enough to specify the type of training that new members should get and leave it to the executive director or other staff member to make sure the right kinds of trainings happen expeditiously. In our supporting documents, we should include the training materials we already received from NACOLE— likewise, all of the spreadsheets, etc., of outside research that we drafted. o On the subject of membership, there seems to be agreement to reduce the number of members to seven, from nine or eleven (to ensure that we can actually recruit a board). o On selection criteria, there will be at least one member from “public housing.” We think that term works better than specifying what constitutes “low-income housing.” o The selection process for non-voting members will be the same as the selection process for voting members. • Adjournment: o The Board adjourned by unanimous vote. 2
