Box 911, Nikuyah Walker Charlottesville, VA 22902 Judith Zeitler MINUTES Charlottesville Department of Social Services Advisory Board January 22, 2018 Board Members Present: Lisa Brown, Kathryn Gallanosa, Christine Gough, Amanda Key, Cathee Johnson- Phillips, Nikuyah Walker Board Members Absent: Ivy Porpotage, Rachel Thielmann, Judith Zeitler Staff Members Present: Diane Kuknyo, Laura Morris Meeting was called to order at 12:08 p.m. Public Comment: None Approval of Meeting Minutes: The November minutes were approved as submitted Members’ Report: Ms. Johnson-Phillips shared that the results from the 2017 Agency Self-Assessment for Trauma-Informed Care will be shared at the trauma informed care network meeting today at 1:30. Introductions: The board welcomed new city council member, Nikuyah Walker. Director’s Report: Advisory Board Member Information: Ms. Kuknyo shared that the Piedmont regional office for the Virginia Department of Social Services is asking for contact information for local agency advisory board members. Board members in attendance provided e-mail addresses to share with the regional office. Board Opening: Ms. Kuknyo reminded members that there is still one opening on the board and asked everyone to encourage people to apply if they know of anyone who may be interested. Legislative Update: Ms. Kuknyo shared how several social services programs would be affected if there is a federal government shut-down. These include: • Medicaid – this would be continually funded • FAMIS is targeted to end by February 28th • IV-E Foster Care would be fully-funded; but other foster care programs would not. It is unknown if the other foster care programs would end in March or at the end of a different quarter. • TANF would continue through September 30th. Box 911, Nikuyah Walker Charlottesville, VA 22902 Judith Zeitler • The Affordable Care Act would be covered. • SNAP would continue; but senior nutrition programs would not receive funding. This would affect JABA, the senior center, and meals on wheels. Ms. Key asked about EleVAte funds for the SNAP Education & Training program. Ms. Kuknyo did not know if they would be affected. At the state level, the Virginia League of Social Services is looking at 140 different proposals currently in the general assembly as well as four initiatives. The initiative include: • Improvements to the child welfare information system • New software system for Adult Services & Adult Protective Services • Changes to emergency conservatorships in adult services. The change would allow conservators to modify existing plans without having to petition the courts. • Kinship guardianship assistance for families who do not qualify to be foster parents. Department Work Plan: Ms. Kuknyo reviewed the first half of the department’s draft work plan with board members. This included the city’s strategic plan and organizational values and the department’s vision, mission, and goals. The second part will be reviewed at the February meeting. All departments were notified in November that draft work plans had to be submitted by January. Final plans have to be submitted by June. Annual Report to City Council Subcommittee: Ms. Brown, Ms. Gallanosa, and Ms. Gough volunteered to be on the annual report subcommittee. Ms. Kuknyo asked that they send ideas to her and that they would schedule a time to meet before the next board meeting. All agreed that they would like to have the report on the second city council meeting in June. The next board meeting is scheduled for Monday, February 26, 2018 in the City Hall Basement Conference Room. The meeting was adjourned at 1:30 p.m. Recorded by: Laura Morris
