Box 911, Nikuyah Walker Charlottesville, VA 22902 Judith Zeitler MINUTES Charlottesville Department of Social Services Advisory Board February 26, 2018 Board Members Present: Lisa Brown, Kathryn Gallanosa, Cathee Johnson-Phillips, Ivy Porpotage, Rachel Thielmann, Nikuyah Walker, Judy Zeitler Board Members Absent: Christine Gough, Amanda Key Guests Present: Annika, Natalie, & Victoria Staff Members Present: Diane Kuknyo, Laura Morris The meeting was called to order at 12:07 p.m. Introductions: The board welcomed guests, Annika, Natalie, & Victoria, students from the UVA School of Nursing. Public Comment: None Approval of Meeting Minutes: The January minutes were approved as submitted Members’ Report: Ms. Johnson-Phillips shared that the next Trauma-Informed Care Network meeting will be held in March. There is also a newsletter if anyone is interested. E-mail Ms. Johnson-Phillips to be added to the distribution list. Director’s Report: Board Opening Filled: Ms. Kuknyo shared that the board opening has been filled and that this would be Rachel Thielmann’s last meeting. Ms. Thielmann’s joined the board in January 2008. Her second term ended in July; but she agreed to stay on until the vacancy was filled. Ms. Kuknyo and board members thanked Ms. Thielmann for her time and commitment to the board. Budget Update: Ms. Kuknyo provided an update to several proposals in the general assembly that the Virginia League of Social Services is following:  Changes to emergency conservatorships in adult services has passed. This will allow conservators to modify existing plans without having to petition the courts.  Kinship guardianship assistance for families who do not qualify to be foster parents has also passed.  Expanded Medicaid has passed in one house (Ms. Kuknyo was not sure which). However, the expansion proposal would require a work requirement for recipients. This would increase workloads for local departments of social services across the state. The increased cost estimate to the State is between $10 million to $100 million. Final cost estimates will depend on the implementation plan chosen. Box 911, Nikuyah Walker Charlottesville, VA 22902 Judith Zeitler Department Work Plan Continuation: Ms. Kuknyo reviewed the second half of the department’s draft work plan with board members. This included performance measures, targets, and initiatives. All departments were notified in November that draft work plans had to be submitted by January. Final plans have to be submitted by June. Annual Report to City Council Subcommittee: Board members discussed possible topics to include in the annual report to City Council. These included:  Children & Family Data  The Virginia Initiative for Employment not Welfare (VIEW) Data  Turnover & Retention and how it affects client outcomes  Benefits Caseloads  Housing The next board meeting is scheduled for Monday, March 26, 2018 in the City Hall Basement Conference Room.
