Tree Commission February, 2018 Minutes Attending: Paul Josey, Rosanne Simon, Roxanne White, Mark Rylander, Peter Russell, Brian Menard, Lynn Rush Staff: Brian Daly, Mike Ronayne, Brian Haluska Guests: Zach Beard, Matt Brickman Approve January minutes: No corrections Review Tree Commission Membership Bill Downs has decided not to renew his term. One vacancy remains for the CDBG neighborhoods. Tierra Howard runs the CDBG neighborhood and may be helpful or know someone interested in this vacancy. Page Rice in Communications is the one responsible for posting and advertising for the vacancy. 6 Month Financial Report – Roxanne, Mike The expenses from the CIP from the first six months are reviewed. The only categories that have had expenses to date are tree planting and proactive tree maintenance. These items have effectively wiped out the account. The CIP had had carry-over funds from previous years and it was expected to run out this year. Moving forward funding for the remaining fiscal year will be taken out of the operating budget. The requested amount for fiscal year 2019 addresses the limited funding required to run program. Brian is hopeful to have charts and “flashy” components of this data for the March/April meeting. CIP Update - Brian Brian will forward link with Budget Development Public Meetings calendar. Of note; March 5th the City Manager will submit his proposed budget to council. Council Worksession #1 will take place on March 7th at 5pm at City Space. Council Worksession #2 will take place on March 15th at 5pm at City Space. Staff will let Tree Commission know which relevant budgets are approved as the situation progresses. Social Media and the Tree Commission - Peter Since the creation of the Tree Commission page on Facebook it has gained followers. William Bassett and Parks and Rec. will continue to be supportive of the Tree Commission social media presence. The Parks and Rec. Facebook page will advocate for the Tree Commission page to hopefully gain more followers. It is explained that the content must be relevant to the commission as a whole and rather than an individual in order to avoid conflicts. Tree Planting Committee - Roxanne Trees remaining from the Westhaven project will be planted elsewhere. The Tree Commission has continued to try to reach out to Westhaven residents and CRHA staff to schedule a follow up meeting. The Tree Planting Committee has a meeting this Thursday at 8:30am to discuss tree planting at Michie Dr., Belmont and possibly Westhaven. Development and Code Committee – Mark Mark explains which goals should be retained or modified for the revision of the Comprehensive Plan in regards to trees and street planning. It is suggested to address some of the over use of utilities and advocate for consolidation wherever practical. March 6th the engineers will be reviewing the Standards and Design Manual in respect to trees. March 7th there will be a Comprehensive Plan worksession at City Space with several other committees and commissions. Mark will circulate a draft of Comprehensive Plan revisions this week to the commission. Data Committee – Roxanne The Data Committee is awaiting a prototype of the dashboard being created by city staff based on measures provided by the Data Committee. Upcoming development projects that impact trees – Mike, Brian Haluska Mike reviews two smaller site plans that are currently being reviewed. Brian says that the Stonehenge PUD came out today and has some tree matters that may be of interest to the commission. Brian proposes that an FYI email to Tree Commission prior to construction for large projects may be helpful. Other items The RFP for the two park redesigns is being amended per the comments that were received. Parks is in the process of hiring an Urban Forestry intern to assist on various projects. For this year’s Arbor Day celebration CATS has proposed Venable School, Clark School or the Historical Society. There is support from the commission for either of the two schools.
