Tree Commission January 2021 Minutes Date: January 5, 2021 Time: 5:00PM – 7:00PM Location: Remotely via Zoom meeting Attending: Paul Josey, Emily Cone-Miller, Brian Menard, Anson Parker, Tim Padalino, Mark Zollinhofer, Mark Rylander, Peggy Van Yahres, Jeff Pacelli, Jody Lahendro, Absent: Jeff Jennings, Lynn Rush Staff: Mike Ronayne, Todd Brown Guests: Bill Emory, Missy Creasy, Roxanne White, Steven Cole The meeting was called to order at 5:02 p.m. October Minutes Corrections – Jody motions to approve the minutes as presented. Mark R. seconds, none opposed. Annual Calendar Items Elect Chair and Vice Chair – Brian M. Peggy nominates Brian as chair, Paul seconds. There are no other nominations. A vote is held, all are in are in favor and none opposed. Brian will stand as chair. Brian nominates Peggy as vice chair, Anson seconds. There are no other nominations. A vote is held, all are in are in favor and none opposed. Peggy will stand as vice chair. Review Commission Goals, Annual Objectives and Membership – Brian M. The Education/Advocacy committee brainstormed several ideas to celebrate Arbor Day this year. Varying levels of participation are discussed given the uncertain timeline of vaccinations, etc. but the group will explore more ways to engage and collaborate. Review Committee Goals and Membership – Brian M. Committee memberships are reviewed along with some previous projects. Overarching goals for each committee are reviewed. The committees will return with goals for the year in February. Paul’s term will expire in March and his seat will be available. Jeff was assigned a 4 year term. Paul plans to support the Codes Committee after his term expires. Brian is still the contact person on E. High St. streetscape project. Mark is listed as the representative to PLACE. Jeff Pacelli is on the Climate Action Planning regarding land use. The group is looking for a volunteer for the IPM report. Review and Approve Annual Report to Council – Brian M. The latest version presented shows completed narrative and updated format. Brian will get comments included and finalized to be submitted to clerk by Friday. There is some discussion how to convey the canopy loss, either by acreage, square miles or percentage. There are some formatting comments regarding making items bold to jump-out more and make the most impactful visuals take up an entire page. Brian will remind the commission and others prior to the report to council to tune-in January 19th at 4:00PM. Staff Report – CIP and OP Budget – Mike Staff has not heard anything further on the CIP and OP budget process. The Planning Commission CIP meeting was moved to February 9th at 6:00PM and will be the first opportunity for public input. Jody sent out the Cherry Av. small area plan to the commission for comments. The public hearing is January 12th at 5:00PM. Status of Tree Planting – Mike The project has been awarded and the contractor expects to start planting the 23 tree January 25th. The price per tree was $455.00 per tree installed opposed to the $350.00 per tree installed the year prior. This will have implications for future CIP funding requests. Supplemental funding came from Funds for the Forest to plant the 23 trees. Public Comment None. Other Items Not on Agenda None.
