Tree Commission August 2, 2022 – Meeting Minutes: Attendance: Jody Lehendro, Jean-Umiker-Sebrook, Kristel Riddervold, Tim Beatley, Tim Padalino, Vicki Metcalf, Holly Lafferty, Jeff Aten, JD Brown, Makshya Tolbert, Peggy Van Yaheres, Mark Rylander, Donna Shawnsy Meeting Began at 5:00 Staff Report: Steve Gaines gave a brief account of current events at Parks and Recreation. Storm damage has been a constant throughout the summer. Parks and Rec continues to work with limited staff. Tim Beatley (UVA Professor of Sustainable Communities) presented 45 minute slide show about sustainable urban development. Presentation focused on examples of sustainable urban development in regard to trees, tree services, and urban tree canopy retention. Kristel Riddervold (Charlottesville City Energy and Water Management Program Director) presented a 20 minute slide show outlining the City's Climate Change Action Plan. Presentation focused on how the city plans to mitigate future impacts form climate change. Additional emphasis was placed on surveys being conducted by the city targeting transportation, storm water, agriculture, and heat islands. The City’s Climate Action Plan will be made available in September/October 2022. Item 1: Education and Advocacy - The draft RFP proposal for Charlottesville’s Downtown Mall has been finalized. The draft copy of was approved by the commission and a motion passed to send the RFP to Charlottesville’s Procurement office for bid. Re-Leaf will continue education efforts regarding tree plantings in low canopy areas of the city. Item 2: Arbor Committee - The Commission has identified and recommended 22 trees for nomination status. The trees are located along Garrett Street (16 trees) and Second Street (6 trees). The trees have been inspected by both Mike Ronayne (previous urban forester) and Steve Gaines (current urban forester), who noted defects and current health status. A motion was passed to approve the trees for nomination status and send to the Planning Council for approval. Item 3: The Codes Sub-Committee has been working diligently on updating codes relating to urban trees. The city is currently working with a contracting group to decide on language/formatting that include the Tree Commission’s recommendations. At this time, the Commission is waiting for a current draft before submitting new comments. Comment period will be extended to fall 2023. Additionally, the Tree Commission has drafted a letter in regards to the Fry Spring development. This development project would involve the conversion of 8 acres of prime forestland into a housing development. There has been little movement on the project, as developers submit their request for a slope waiver. A motion passed to submit a draft of the letter once the development project is listed on the Planning Commission Agenda list. -Meeting Adjourned – Next Meeting Sept 6, 2022 - 5:00 PM
